HIGH LEVEL INTERNATIONAL FORUM Patent Liberalization and Intellectual Property Considerations, in the Context of COVID-19

In the context of the COVID-19 pandemic, there has been a situation of inequity of access to vaccines in the world. According to recent analysis by the United Nations Development Program (UNDP), enough COVID-19 vaccines will be produced in 2021 to cover 70 percent of the population of each country. However, most of that supply was captured by industrialized countries, making it unlikely that many low- and middle-income countries will be able to fully vaccinate their populations before 2023. The situation is exacerbated by mutations in the SARS-CoV-2 that could potentially render first-generation vaccines ineffective in less than a year.

Bolivia supports the adoption of prompt and timely measures of flexibility and rationalization of international standards that protect intellectual property. Bolivia has joined the initiative of India and South Africa in the World Trade Organization (WTO) and has requested in various forums, in particular, the liberalization of patents and the undisclosed information on vaccines, diagnostics and drugs, with the sole purpose of providing developing countries with real access to these products.

As part of this process, the Bolivian State has planned an International Forum to promote global reflection and identify synergistic actions.

About the Forum

The Forum is organized by the Bolivian Ministry of Foreign Affairs, in coordination with the South Center, the United Nations Development Program (UNDP) in Bolivia and the Public University of El Alto (UPEA), as a space for information exchange. technique and debate of public policy options available to developing countries. It will include the participation of international panelists, both from international organizations and representatives from southern countries.

Restriction of flights from Europe extended Supreme Decree No. 4430

The restriction of entry to Bolivia for flights from Europe continues until February 15, 2021.

With the exception of the following flights:

  1. Medical evacuation;
  2. Repatriation of nationals;
  3. Relief flights;
  4. Humanitarian aid;
  5. Cargo;
  6. Special flights, including solidarity flights.

Passengers from Europe on the flights indicated in the previous paragraph must comply with the following biosecurity standards and measures:

  1. Negative RT-PCR or Antigenic test for entry into the country, valid for ten (10) days prior to the scheduled date of entry.
  2. Isolation for fourteen (14) days after entry;
  3. Presentation of an affidavit of the place of stay in Bolivian territory

For the specific case of people who have been in the United Kingdom for the last fourteen (14) days:

  1. Bolivians and foreigners residing in Bolivia who enter the country, must comply with the previous paragraph;
  2. Foreigners who do not have residence in Bolivia may not temporarily enter the territory of the Plurinational State of Bolivia.
